How the LGBTQIA+ Community Changed Fostering

For much of history, LGBTQIA+ people were excluded from fostering and family life by law, policy, and deeply embedded social attitudes. For decades, LGBTQIA+ people were widely viewed as unsuitable to care for children, not because of evidence or outcomes, but because of prejudice,  ignorance, and discriminatory beliefs about sexuality and gender identity.

Change came through sustained activism, increased visibility, and legal reform. Legislation such as the Adoption and Children Act 2002 enabled same-sex couples to adopt jointly. It was not until 2014 that same-sex marriage became legal in England and Wales, marking a significant shift in how LGBTQIA+ families could be formally recognised. The Equality Act 2010 further strengthened protections against discrimination, including in fostering and adoption.

Together, these changes began to open doors for LGBTQIA+ people to foster more openly and with greater legal protection, though barriers, bias, and inequality have not disappeared and continue to shape lived experiences today.

As rights expanded, so did confidence and inclusion within fostering services. Many carers speak about how acceptance and support made fostering possible. Here are reflections from Nexus foster carers over the years:
